Perhaps in a large bureaucratic system, it's just safer to go with over-powered equipment that's the same everywhere than risk getting something under-powered and have to answer for it. I've been involved with enough government procurement to know that many times people will weigh the cost of the study vs. the cost of the hardware and the hardware is usually cheaper.
